CEIEC Protected Ecuador From Earthquake

Ecuador’s Pacific coast has been struck by a 7.8-magnitude earthquake at the depth of 10km at local time 18:58 April 16th. Although the epicenter lied in the northern coast of Manabí in northwest part, the whole Ecuador felt the tremor. So far, the death toll passed 250 and was likely to rise, with thousands of injuries and countless damages and losses. It was the strongest quake to hit Ecuador since 1979.

CEIEC’s ECU911 System protected Ecuador with no fear CEIEC has constructed a national security command & control system for Ecuador (ECU911 System) since 2011, and completed in 2015. ECU911, integrating 7 departments including police, transportation, fire control, and medicine, etc, deals with emergencies in coordinate with different departments and areas. Since its completion, Ecuador’s crime rate has decreased by 24%. In result, Rafael Correa Delgado, president of Ecuador, appreciated CEIEC many times. As soon as we got the news, CEIEC contacted Ecuador Security Coordination Ministry and ECU911 headquarter to know about the system condition. Staff members were sent to each emergency center around the country for operational state checking, and our experts were sent to the national center in Quito for operational maintenance to guarantee the system operation in earthquake period. ECU911 headquarter manager Hellas said CEIEC’s expert team has stayed with them providing technical supports since the earthquake happened. Under CEIEC’s support, the system worked in high efficiency and in stable status, providing suffering Ecuadorians with strong protection of safety and property. Because of the heavy damage of infrastructures, the network of local carrier in Quito center had broken down once. Fortunately, with the help of CEIEC team, the network recovered in half an hour. April 17th, CEIEC technical service team communicated with Ecuador Security Coordination Minister Navas, and reported CEIEC’s work and ECU911 System’s status. Navas said that ECU911 System played a significant role in this earthquake rescue, for it guaranteed the timely delivery of quake situations, saved rescue time, and increased government’s rescue efficiency. He expressed deep appreciation to CEIEC on behalf of Ecuadorian government and Ecuadorian people. The contribution of ECU911 System was well-known in local place. A 4-year-old girl buried almost 8 hours was dying when rescued, while the situation of full hospitals or damaged medical devices was still pushing her to death. The rescue team asked ECU911 System for help. After urgent coordination, the system sent military helicopter to drive the little girl to the nearest Guayaquil Hospital. According to the latest news, this girl was in healthy condition. Till now, ECU911 System is still working in good status without any technical problem. And the lives that saved by ECU911 System are continuously increasing.

Regardless of paying, CEIEC insisted on taking social responsibility in overseas area According to the contract between CEIEC and Ecuador Security Coordination Ministry, actually, the warranty period and technical service period of ECU911 project have already been over, or, CEIEC had no responsibility to provide technical support both in business and legal aspect. However, confronting to disaster, CEIEC insisted on taking social responsibility regardless of private benefit. In order to guarantee the system’s stable operation and protect local dwellers’ safety and property, CEIEC’s technical service team devoted themselves to maintaining the system operation without hesitation. Ecuador’s vice president Grasse has been staying in ECU911 national center in Quito to command the rescue since the earthquake happened. Under the help of ECU911 System with information like surveillance video, resource distribution and disaster situation, Grasse and Navas could make efficient command and decision. Unfortunately, a 6.1-magnitude aftershock struck the area again on 2:13, April 17th. CEIEC’s staffs in Quito and Guayaquil, even all in the danger of aftershock, devoted themselves to protecting Ecuadorian people.

Attachment: ECU911 System introduction ECU911 System, a national public security emergency response platform customized for Ecuador, is conducted by CEIEC which is a subsidiary of CEC. It is also a typical large Chinese project exporting information technology to Latin American countries. The system includes over 20 subsystems, such as integrated alarming subsystem, intelligent analysis module subsystem, video surveillance subsystem, GPS, GIS, and OneKey alarming subsystem, etc. CEIEC has provided all the software and hardware devices for Ecuador’s Security Coordination Ministry and ECU911 Command Department, and has constructed 16 centers, including 2 national centers in Quito and Guayaquil, 5 regional centers, 8 provincial center, and one emergency command hall on the Galapagos Islands. Thousands of monitoring cameras and OneKey alarming devices have been spread all over the cities of Ecuador. Moreover, this system utilizes dual-backup redundant design, which means the redundant hot-standby is designed to each important node, such as communication link, power supply, and database center. The backup design is also available among 16 centers, which equips the whole system with strong resistance. With the national command center as core, the regional or local command centers as nodes, the Public Security Command & Control Integration Platform establishes national public security command system in the form of mutual communication and information sharing. This deals public security events with quick alarm receipt, fast alarm response, surveillance, risk analysis, prediction, information report, comprehensive judgment, plan management, decision support, and command & dispatch, etc. The platform has the following main functions:

  1. Integrate multiple alarming methods with one number, including telephone, mobile phone, SMS, video surveillance, OneKey alarm devices in communities/banks or on buses.
  2. Integrate all emergency public information around the country, monitor the whole country’s security situations and share them with each department, as well as predict and analyze each kind of accidents and natural disasters.
  3. Integrate resources of all public services (police, transportation, fire control, medicine, and military, etc). Provide comprehensive communication and dispatching to process emergency in coordination with different departments and across different areas. And provide decision support for command and dispatching.

Public Security Command & Control Integration Platform integrates ideas into the system, such as to integrate multi-type polices, to swift normal/abnormal situations, and to command and dispatch transparently between different levels. The multi-type polices are police, fire control, medicine, transportation, and public services. ECU911 System has been started in 2011 with its first center completion in December in the same year, and finished its last center construction in March, 2015. In almost 5 years of operation, ECU911 System, always in stable state, has successfully reduced Ecuador’s crime rate and improved its social security condition. According to the data published by Ecuador’s Security Ministry and National Institute of Statistics, the rank of Ecuador’s social security index has risen from the 11th in 2011 to the 4th in 2015.
